eQuestionnaire

eQuestionnaire
   
The instant and automatic processing of the information provided in eQuestionnaire will contribute to a more efficient management of information, thus speeding up the administrative procedure.
It plays an essential part in the field of competition, in particular, in order to obtain and exploit market information, and furthermore, draft convincing decisions supported by strong evidence collected through reports provided by eQuestionnaire.

To create a system allowing:
 
  • the commission services to electronically contact any party involved in the case or markets concerned and ask them to complete a questionnaire;
  • to speed up the administrative procedure;
  • to speed up the reply process.
  • to guarantee the protection of confidential information provided by third parties.
 
 
 
The purpose of the system is to act as a communication system between external parties and the Commission service. The system shall allow the external parties to enter the information requested by using a web based interface with the following functionalities:
 
  • Possibility for the Commission service to give access to an electronic questionnaire to external parties;
  • Possibility for the external parties to fill-in the questionnaire and submit it to the Commission service;
  • Automated reception procedure within the Commission service;
  • Automated transfer of data to Commission service information systems; and,
  • Profile based access rights system.

  • Benefits for the sector:
    Any sectors aimed by competition will obviously benefit from the improved treatment and appraisal of competition cases.
  • Benefits for national Member States administrations:
    Not applicable.
  • Benefits for citizens / enterprises:
    Third parties will benefit from an efficient tool in order to exchange information with the Commission. They will be able to participate more actively in the procedure and to make their views known more easily. In addition, the ultimate aim of the project is to improve the enforcement of the competition rules laid down in the Treaty establishing the European Community in order to ensure that competition in the internal market is not distorted, thereby capable of increasing the competitiveness of European industry, and thus contributing to the welfare of the consumers.
