The EUPL - Guidelines for users and developers


As a relatively new licence the EUPL is discussed by experts in the Member States and abroad. This section provides a selection of articles on the EUPL for download. If you are interested in uploading an EUPL-related article to this page please contact us at gposs@ec.europa.eu

The EUPL guidelines for users and developers are very practical guidelines which will provide you information on how to use software distributed under the “European Union Public Licence” (EUPL v 1.0), and how to use this licence to distribute your own software.

While it may answer to the question “What is the EUPL?”, it will show  how far it can be useful to you, depending on your role: software owner, author (licensor) or user.
