Karel De Vriendt
Karel De Vriendt
Head of IDABC unit, European Commission

Karel De Vriendt is the IDABC Head of Unit in DIGIT. After having obtained a degree in nuclear engineering and a post-graduate degree in informatics, he worked 7 years in the private industry (as a software engineer) before joining the European Commission. Within the Commission he worked as a project officer for what is now the Information Society and Media DG and then spent 12 years in various operational IT functions. He has been involved in the introduction of electronic mail within the Commission - the connection of the Commission network with the Internet - and later became responsible for user support and IT training. His last function before joining the IDABC unit has been head of unit responsible for the development of a number of the Commission's internal administrative systems.

Serge Novaretti

Serge Novaretti is a French university IT engineer working within the European Commission for the IDABC programme. He began his career within the ministry of defence, more precisely in establishing IT networks at different levels (local up to ministerial). Subsequently, in 2000, he initiated the first French national government network and email system before joining, as a seconded national expert, the European Commission in 2002 to help building the TESTA network. At the same time he launched also some activities in the field of eProcurement in order to contribute to the technical implementation of the new public procurement legislative framework.
After returning to France in 2004 for two years within the ministry of culture and communication as deputy head of IT department, he is now working again within the IDABC unit of Directorate-General for Informatics as a programme manager, dealing in particular with Interoperability issues, such as the CAMSS project.

Per-Olav Gramstad
Per-Olav Gramstad

Nationality: Norwegian (Scandinavian).
Born in Sweden by Norwegian parents and working in Denmark

Per-Olav Gramstad has been trained to speak Master level of Computer Science fluently at the Lund University, Institute of Technology and brings working experiences from the "hellholes" of socket programming to the "tearooms" of eGovernment. Currently Per-Olav holds a position as Senior Adviser/IT Architecture at the Danish National IT and Telecom Agency and engages in the Danish National Interoperability Framework, OIO Kataloget and CAMSS.

He has been working in the field of interoperability and open standards over the past 15 years.
He has been a civil servant whitin several government organistions over the past 8 years.
He is working for the Bureau Forum Standardisation, an agency of the Ministry of Interior and Kingdom Relations of the Netherlands.

Clementine Valayer

Clementine Valayer has a Master’s degree in Computer Science and Human Science from Université Libre de Bruxelles, as well as a Bachelor’s degree in Marketing and has developped strong interrelation and communication skills during her ten years’ experience in customer relations. She has been actively working in the last 6 years in various international projects, understanding and adapting IT solutions to user needs, both in the private and public sectors. She is today a senior consultant within the Business Transformation Team at Trasys, involved in various EC projects such as the Common Assessment Method for Standards and Specifications (CAMSS) and Open Source Observatory and Repository (OSOR) at IDABC, and preferred fields of activities have covered eGovernment, eHealth, eLearning, Content Management and eServices, with a focus on specific areas such as standardisation and user interfaces. Prior to joining Trasys, Clementine has worked as a researcher in the Telematic and Communication Service at University of Brussels, where she also carried out several eGovernment studies (on Best Practices and Strategy roadmapping). Clementine is also leading the Practice Enterprise Content Management at Trasys, focusing on delivering high quality consulting services aiming at providing adapted solutions to clients needs when managing structured or unstructured content in their organisation.

Lanfranco Marasso

Chairman of NESSI working group on iGovernment

Lanfranco Marasso (Italy, 1965) is a P. engineer, he took a PhD in Processes Engineering at Polytechnic of Milan. He is currently manager of Public Sector at Engineering Ingegneria Informatica spa (Italy).
Since January 2008 he is chairman of the Working Group "i-Government" of Nessi Consortium – Networked European Software & Services Iniziative (www.nessi-europe.com).
He has spent many years in management roles (CEO, CIO) in private companies at national and international level. In 1999 he has moved from private to public sector as CIO of Municipality of Parma (Italy).
He was member of several Working Groups of UNI (Italian Institute for Standardization, Milan) and also of CIB (Conseil International du Batiment, Rotterdam), where he was involved in Working Group on Information technology and economy.
He has published nearly one hundred articles at national and international level in process and project management, new technologies applications and innovation in public sector. He is also author of eight books in Italy, four of them about e-government.

Peter Brown
Peter Brown
Director of OASIS

Peter Brown is founder and Managing Director of Pensive S.A. a European company that supports the "information-driven enterprise" through the use of the ISO "Topic Maps" standard by providing information management and collaboration solutions.
Until July 2006 Peter was Senior Expert on eGovernment strategy in the Austrian Federal Chancellery where he promoted through Europe and beyond the work of the Austrian Government and EU Council Presidency on pan-European eGovernment services, electronic identity management and EU "Information Society" policies.
Peter was Chair of the CEN eGovernment Focus Group throughout its mandate and is an elected member of the Board of Directors of OASIS (The Organization for the Advancement of Structured Information Standards).
From 2000 to 2004, Peter led data standardisation and interoperability efforts in the European Parliament and introduced XML standards, business-centred information modelling, information architecture, and Topic Maps. He is the author of "Information Architecture with XML - a Management Strategy" (John Wiley and Sons, 2003), works regularly in many European languages, lectures extensively in Europe and North America and has worked as an expert for projects in Africa and Latin America.

W3C's Legal Counsel & Privacy Activity Lead

Rigo Wenning studied law in Germany and France. After exams he served as a researcher at University of Saarland at the Institute for Computing & Law. In 1999 he moved on to W3C for policy analysis with a focus on Privacy. Since 2006 he is W3C's Legal Counsel. Rigo works out of ERCIM, the European Host of W3C.

Luc Van den Berghe works for CEN since 1990. He has been there involved in ICT Standardisation projects, and has followed up a broad range of subjects such as metadata, eLearning, eAccessibility, ICT skills and also eGovernment. In this area, he has been involved in the CEN eGovernment Focus Group.
