Strategic issues for the implementation of eGovernment services to Businesses (services sector)

The Services Directive (2006/123/EC) requires Member States to ensure that, by December 2009, service providers can use electronic means to complete procedures and formalities linked to their business activities. These electronic procedures have to be available both to providers in the same Member State and also to providers in other Member States. In order to assist Member States and to facilitate the cross-border use of electronic procedures a study has been carried out of the steps already taken at national level with regard to public e-services to better assess the problems for cross border use of electronic procedures and to seek for possible solutions for these.

The Final Study is now available for consultation.

Objective

The objective of the action is to support the delivery of eGovernment services to businesses across borders by looking at key enablers to be put in place in order to achieve pan-European eGovernment services in the context of the Services Directive. The action contributes to the analysis of the eGovernment services currently provided to businesses in Member States, and their accessibility cross-borders. It takes stock of the present situation in Member States as to the availability of e-procedures on the basis of three sample services, identifies the major existing barriers to cross-border use and provides recommendations on how to tackle these barriers by the deadline of the implementation of the Services Directive. The recommendations serve as input to further actions undertaken by the Commission to assist Member States with the implementation of e-procedures.

Activities

With the support of local national experts IDABC's contractor has:

  • Prepared country profiles;
  • Analysed and assessed the legal, organisational and technical similarities and differences in applied or planned electronic procedures among the 27 Member States and derived the potential impacts and issues on cross border interoperability of electronic procedures;
  • Made recommendations addressing the identified issues.
