The application provides comprehensive information about the particular requirements and the status of the published public procurements. The users of the application have the opportunity to submit their offers as a response to a particular public procurement. The users sign their offers with universal electronic signature. In order to use the application the supplier has to be registered in the system and to possess a valid certificate for universal electronic signature.

VAT declaration and VAT diaries could be submitted through the eGovernment application of NIA by every person registered under the Value Added Tax Act. The declaration has to be signed before its submission. After the submission the system responds automatically and confirms the successful submission via email which contains the incoming reference number of the declaration and date of its receipt. A prior notification is required for accessing the application. Within the notification procedure the intention particular certificate for universal electronic signature to be used for submission of such declarations has to be declared and information about this certificate has to be provided.

Several declarations concerning the payment of the social security installments could be submitted through the electronic application to NIA. The application is accessible through the website of the National Social Security Institute (http://www.nssi.bg/). The declarations could be submitted by filling in special electronic forms, or could be submitted as signed files. The same application could be also used for submission of notification for commencement or termination of labour contracts. The application is developed on ASP. An interesting option for testing the application prior to submission of documents is also provided. For the test operations a prior notification is not required.

eGovernment portal of the Bulgarian government

The eGovernment portal (http://egateway.government.bg/) provides access to several eGovernment services. Three of these services require electronic signatures which certificates are issued by registered certification service providers. Usage of the services available through the portal requires prior registration. For the services that do not require usage of electronic signatures, no prior registration is needed. The services that are available through the portal and require electronic signatures are:

• change of the address (only for natural persons);
• submission of requests, complaints, signals and proposals to the Ministry of transport; 
• submission of requests, complaints, signals and proposals to the Ministry of the state policy in disasters and averages (http://www.mdpba.government.bg).

The application (http://www.nsz.government.bg/micsy/) is available through the website of the national Employment Agency (http://www.nsz.government.bg/). The application provides the opportunity for online submission of requests, complaints, proposals and signals electronically, through Internet. The application requires either registration or use of universal electronic signature.
