In the context of the IDA horizontal measures, the online collaboration server CIRCA and the online tool IPM (Interactive Policy Making), were released to the interested public in the Member States. The software is now downloadable from the IPM and CIRCA pages on the IDABC website. Both applications are released under the open source European Union Public License (EUPL), which was approved by the European Commission on 9 January 2007.
The CIRCA successor CIRCABC, is also foreseen to become available under the EUPL.
Posting information online, while useful, does not harness the true potential of the Internet. It is the ability to form communities, collaborate and interact that gives added value. CIRCA provides this service for Europe's administrations by allowing interest groups to build collaborative workspaces where they can share resources and work together remotely over the Internet or other networks.
