TESTA I and II Trans-European Services for Telematics between Administrations. The IDA TESTA project started in 1996 and entered its second phase (TESTA II) early in 2000. It responds to the growing need for the exchange of information between European administrations. It envisages a European inter-administrative IP network, similar to the Internet in its reach and universality, but dedicated to inter-administrative requirements and providing guaranteed performance levels.
