eID Interoperability for PEGS

Different Member States have engaged in the deployment of electronic Identity Cards or other Identity Management solutions. In addition to serving as national identification schemes, these should allow the electronic identification of the citizens for the use of eGovernment services at the national level (e.g. tax declaration, request or completion of administrative documents, etc…), thanks to comprised digital certificates. The issue of interoperability of these solutions between member states administrations, i.e. providing the possibility for a citizen of Member State A to use an eGovernment service proposed by Member State B, has often been highlighted. Interoperable eID solutions constitute indeed a key enabler for access to public services. An adequate eID interoperability solution needs to be provided, especially in the deployment of PEGS.

ObjectiveThe objective of the action is to analyse the eID and authentication interoperability requirements. Fully in line with the i2010 eGovernment action Plan, and specifically supporting the adopted eID Roadmap, this analysis should point to the required interoperability functions in eID, propose a global eID interoperability approach and solution based on existing technologies, propose and study the impact of a multi-level authentication mechanism and derive common specifications for interoperable eID in the EU.
With the support of a group of eIDM Interoperability national experts, and making use of the results of previous actions at EU level (e.g. Modinis Study on ID Management in eGovernment (DG INFSO), IST projects GUIDE, FIDIS and PRIME (DG INFSO), work by the Porvoo Group, etc…), IDABC's contractor will:
- Prepare a survey and comparison of the national eID (electronic identification schemes whether national ID card or other means) legal instruments for the 27 MS + 2 CC + 3 EEA;
- Prepare a survey and description of the national technical solutions implemented in each of the 27+ 2 +3 Countries for the national eID. The survey shall also list and describe which are the important technical components of the eID which should be taken into a account (smart card, digital certificate, biometric means, etc…)
- Produce a market assessment of the ID Management technical solutions; in particular a high-level description of the concept of federated identities and its applicability for interoperability of eID’s)
- Produce a proposal and an impact assessment of a multi-level authentication mechanism
- Prepare Draft Common Specifications for interoperable eID solutions
