ESANReP: EU system for Epidemiological Surveillance, Alert Notifications and Response Preparation in the field of Human Health

As the European Union has brought about closer integration between countries, namely with the free movement of persons, the spreading of highly infectious diseases may prove fast and catastrophic.
Consequently, the rapid identification of infectious agents has become the goal of public health response. However, growing cultures and identifying strains is a time-consuming process that requires coordination and work sharing among the various national public health institutes.
The European Union therefore needs ESANReP, a twofold coordinated surveillance system which, during normal periods, would allow coordinated operations among health institutes in order to discover possible outbreaks. During a crisis period, it would first allow epidemiological discussion among the health institutes of the various Member States in order to draw the possible responses to the agent responsible of the crisis, and then, it would allow political coordination based upon scientific conclusions.

Objectives
 
Recent crisis exercises showed that the current system (EWRS network) used by the Health Threat Unit of the European Commission requires modifications to solve certain problems that mainly occurred at a human interaction level. This is the objective of the new tool.
During normal periods, this twofold coordinated surveillance system will enhance coordination among health institutes in order to discover possible outbreaks.
During crisis periods, it will first allow epidemiological discussion among health institutes of the various Member States in order to draw the possible responses to the agent responsible of the crisis; it will, furthermore, allow political coordination based upon scientific conclusions.
A clear distinction will be made between epidemiological surveillance and political crisis management in the coming ESANReP IT system.

Technical Functionalities & Approach
 
The new IT tool for the EWRS network will be hosted in and operated by the European Centre for Disease prevention and Control. The design of the technical functionalities and approach of the renewed IT system, ESANReP, includes functionalities of the current EWRS IT tool.
 
New IT technologies, like Web Services, PKI and security federations, may as well be introduced in the architecture in order to be less dependent on other IT blocks, such as email systems, or lighten daily user maintenance through federation while still providing a high level of security to the system.

The role of IDABC
 
CIRCA will be used for project-management, execution purposes and active bilateral discussions with the Member States
The IDA architecture guidelines, in particular for content interoperability (XML) and web accessibility will be taken into account.
Other horizontal European eGovernment and infrastructure services will be evaluated when appropriate and whenever possible.
