What are the software simulators?
The software simulators (also named learning demonstrators, or just demonstrators) are software applications. They are examples on how to implement specific elements of the EU legislation regarding eProcurement.
All the information you need (documentation and source code) is available at the web site. You can download either the static or the dynamic version of the demonstrators. The static ones are simpler and can also be used online. The dynamic version is richer, but has to be downloaded and installed in your system.
Who should use the demonstrators?
The demonstrators have been conceived to help administrations and software developers to implement their systems. They are also useful for presentations and lectures.
Who owns the demonstrators?
All intellectual property rights linked to the learning demonstrators, their source code and documentation are owned by the European Community.
Are the demonstrators complete applications?
The demonstrators have been conceived for illustration purposes. They are not ready-to-use applications. In addition, the demonstrators consider only EU legislation, while any real eProcurement system might need to be adapted to the national legislation.
Are the demonstrators mandatory?
The demonstrators are there to help, not to impose a particular implementation. You can find useful to inspire yourself on them when you develop your own system, but you do not need to mirror their interfaces nor their behaviour. The actions coded in the static demonstrators are just an example.
How much should I pay to use the demonstrators?
You can use the demonstrators for free. However, they cannot be used for commercial purposes. For instance, nobody can resell the demonstrators.
May I reuse the source code?
The demonstrators are subjected to the EUPL licence. Anyhow, the source code is available at the IDABC web site. Therefore, you can - having access to the source code - analyse the demonstrators and get inspiration to develop your own system.
I want to use the demonstrators. What else should I use?
The demonstrators are inspired in the functional requirements and in experiences in member states. In order to develop an application compliant with EU legislation, you should get familiar with the functional requirements and the relevant directives.
