SESAD: Secure Exchange And Storage Of Agricultural Data

AGRICULTURE - SECURE EXCHANGE AND STORAGE OF AGRICULTURAL DATA - SESAD
   
Secure Exchange & Storage of Agricultural Data (SESAD) is a project covering electronic data communication on a daily basis between the Directorate General Agriculture & Rural Development and Member States ministries or paying agencies, especially related to financial data.
Data is sent either through Web forms, or HTTP file upload, by Member States via the AWAI portal. Even though this data itself is not highly confidential, there is a growing need to ascertain that the data being sent is not tampered with and that the sending users are really who they pretend to be.

Objectives

The purpose of this project is:
  • To enhance security in terms of information exchange among Member States
  • As a result, to reduce the paper exchange in Member States
 

Technical Functionalities & Approach

All HTTP data is sent by Member States administrations via SSL, using server-side certification, which guarantees to the user that the server is who it pretends to be. Nevertheless, it is not possible to ensure that data is not being intercepted and tampered with, which could create a data integrity hazard that should be leveraged, and that the external user on the client machine is really who he announces himself to be.
  
The technical solution based on the feasibility study's results and on the standard EC security infrastructure and tools will consist of strong authentication, digital signature of the information sent to DG AGRI, secured data storage with ex-post certificate-based validation controls and securisation of the communication from DG AGRI to Member States.
 
 

Potential Beneficiaries

  • Benefits for the sector
    • Directorate-General Agriculture & Rural Development will make sure that incoming data is sent by the expected correspondents and that it arrives without been viewed / tampered with during transmission
    • It will be possible to eliminate a number of paper reports, since the electronic version will be considered as safe and secure as the paper version
  • Benefits for national Member States administrations
    • Member States administrations will benefit from secure data travel over the network

  • TESTA (Trans European Services for Telematics between Administrations) secure network
