Objectives
Currently, Common Agricultural Policy (CAP) processes are partially managed via an IT system (AMIS 2), together with a traditional paper-based solution or IT office productivity tools, like spreadsheets.
The ISAMM project aims at creating a new IT system to support the European Commission, in order to manage the Common Agricultural Policy (CAP) and the Common Market Organisations (CMOs).
The ISAMM project will also cover the review, harmonisation and simplification of CAP processes. This system will cover the business processes related to the management of agricultural markets, excluding the budget and control processes or the processes linked to the rural development measured and already covered by existing systems.
Technical Functionalities & Approach
The system will be composed of a set of application modules which will support the management of specific CAP processes. Each module will provide services and functions to collect, process and publish information, as well as operational data regarding the processes that it supports. The application's modules will be fed with data coming from Member States over secured electronic channels. These channels will provide services for the secure transmission (sender authentication, message validation, message storage and retrieval) of data from Member States to Directorate-General Agriculture & Rural Development. The transmission will be implemented over the public Internet, or via the TESTA secured network using effective technical solutions to guarantee security, confidentiality and traceability.
