Trade Control and Expert System, TRACES
   
TRACES, the EU Trade Control and Expert System, is an internet-based service of traceability of live animals. Through TRACES information between all relevant national and Community authorities is coordinated, to provide a rapid reaction in case of animal diseases outbreak.
Movements for live animals, animal products and germplasm within the EU are also monitored, so that traders can be provided with the equivalent certificates.

Objectives

This project is an operational system that is being enhanced by means of:
  • Extending Trade Control and Expert System at the international level: addition of an export / import module, to allow introduction of import and export certificates directly into the EU system. This aims to expedit the work of inspectors together with increasing security within the international trade.
  • Updating the user manual and the computerised self training tool for the integration of the new functionalities and modules.
  • Introducing two or potentially three new languages, in the light of the future new EU official languages with the enlargement process to Romania, Bulgaria and Croatia.
 

Technical Functionalities & Approach

  • Development of a central database, a workflow and a web interface to consult, update and manage the central database
  • Notifications by email
  • Development of system-to-system connections between the Trade Control & Expert System and the Member States applications
  • Application of TEMPO, EC/Directorate General for Health & Consumer Protection (SANCO) standard development tools and architecture guidelines

    • Improvement of the traceability of animals’ movements for a better management of the outbreaks
    • Improvement of information for more targeted controls related to animal health and welfare within Member States
    • Centralised risk assessments with analysis of importation trends

    • Interoperability between different Directorates General (for Health & Consumer Protection, for Taxation & Customs Union, European Anti-Fraud Office, etc)
    • Traceability of the movements of goods from the exporting countries until the final destination

    • Money saving through centralised updating of all legal information and dispatch of the certificate in all EU official languages
    • Interoperability between different Services (animal health, public health, custom, etc)
    • Improvement of security within the transmission of data
  • Benefits for citizens / enterprises:
    • Acceleration and cost efficiency of the administrative operations
    • Possibility for economic operators to introduce the certificate application directly into the system, with feedback on the outcome 
    • Participation of third countries (next phase of the project) will further expedite the data acquisition process and will reduce transcription error

The role of IDABC

Regarding system-to-system communication, Trans European Services for Telematics between Administrations -TESTA secured network in combination with web-services will be used depending on the Member States' Architecture.
In addition to Communication & Information Resource Center Administrator - CIRCA, for project management and execution, the TEMPO methodology standard from the Directorate General for Taxation & Customs Union (TAXUD) will be applied, taking into account the IDABC requirements & the IDABC architecture guidelines, in particular for content interoperability (XML) and web accessibility.
