To fulfil these goals, the Directorate General for Health & Consumer Protection is maintaining and developing measures, laws and programmes addressing cross border issues in the domain of consumer protection and public health. To ensure a proper implementation of these instruments, the Directorate General for Health & Consumer Protection is strongly networking with competent authorities in the Member States. These networks aim to exchange information for instance on dangerous products, best practices, specific cases of unfair practices, etc. A part of this information is made public so that all consumers and companies are well informed. Objectives
The new Feed and Food control regulation imposes on the Commission the obligation to control and verify the institutional structure of Food Safety authorities in the Member States. In order to be able to judge whether the structure is correct, all the relevant reference information will have to be gathered. This information will have to be cross checked among the various existing IDA networks already existing within Food Safety, namely the Trade Control & Expert System (TRACES), the Automated Digital Network System (ADNS), MIS24 and the European Network of Plant Health Information (EUROPHYT).
In order to ensure a consistent, correct and reliable exchange of reference data between the Member States competent authorities, Economic Operators and the European Commission in the area of Food Safety, it is proposed to develop an eGovernment service which will, in addition, facilitate the exchange of this information.
The main objective is to create a common Food Safety data warehouse and data dictionary in order to ensure:

Consistent and valid data across applications, across Food Safety

One central point of exchange for all reference data

Common structure for all exchanges of information with partners

One-stop service for partners (Member States, economic operators and others) to update their information

Correct and reliable data across the applications

Ability to validate and cross check received information across applications
Applications will be able to query the system for information through the interfaces and web services that will be provided.
Technical Functionalities & Approach
Development of an XML dictionary, XML schemas, a central database, workflows and web services to consult update and manage the central database with reference information.
Development of a Data Warehouse environment with interfaces to permit other systems to consult the central database.
A series of XML interfaces and web services to allow automatic updates and consultations towards other systems.

- One place to manage and update their reference data towards the Commission allowing easier validation and communication between enterprises and between enterprises and Member States Administrations

- Third countries, their competent authorities and economic operators will have one place to consult, manage and update their reference data for communication with the Commission and use in the various information systems.
The role of IDABC
The data model to be established could be derived from the IDA eProcurement data models.
The project will be taking into account the IDA requirements & architecture guidelines, in particular, for content interoperability (XML) and web accessibility.
For interaction with the Member States, TESTA (Trans European Services for Telematics between Administrations) secure networks and CIRCA can be foreseen . For interaction with economic operators and citizens, it needs to be decided whether CIRCA (Communication and Information Resource Center Administrator), or PKI (Public Key Infrastructure) could be used.
For project management and execution, the TEMPO methodology standard from the Directorate General for Taxation & Customs Union (TAXUD) will be applied.
