The development of this software/web based tool allows manufacturers to notify via a secure link and through a single procedure their intention to place products on the market of the Member States.
This web-based tool shall:
- communicate this information to relevant contact points in Member States
- perform predefined actions on the notifications, which can be individually defined by the Member State authorities
- store information that has been notified for consultation by Member States
- provide reporting mechanisms
Technical Functionalities & Approach
The system should allow for a standard procedure of inputting the radio equipment technical characteristics through a web based interface, that can be accessed by the manufacturers, using a secure link through the most commonly used Internet browsers. The interface should assist the manufacturer as notifying party and ensure the integrity of data, being able to correct them and retain the history. The information should be centrally stored into a single system by receiving a notification; the collecting point transfers the data to the data storage and informs the administrations concerned by e-mail. The notification data are transferred via a specified protocol (XML).

The role of IDABC
The system will be web-based with generally available technical and security mechanisms. In particular, a Public Key Infrastructure from the IDABC PKI Horizontal Pan-European eGovernment and Infrastructure Service will be used, including personal and functional certificates, in order to ensure the most secure and integrated exchange of information between the users of the system: notifying parties, collecting points and the Member States.
Among the results of the action, a very useful, flexible and multi-functional web tool will be available for further developments in other areas of interest in the framework of the IDABC Programme.
