State Aids Electronic Notifications

Electronic Notification
   

EU governments wishing to offer state aid to a private company must ensure that it is done in accordance with the rules laid down in the EC Treaty.

EU rules are designed to ensure that state aid does not distort competition, or have an artificial impact on production, markets or technical development to the detriment of consumers.

Intentions to grant aid must be notified to the European Commission for validation. The new system developed under IDABC will allow Member States to encode and submit state aid notifications to the European Commission more efficiently, offering the possibility to the Commission to manage these notifications, streamlining the approval process and speeding up provision of government assistance where needed.

As of 1 January 2006, all such notifications are being submitted electronically.

Objectives

On the basis of the Commission Regulation No 794/2004 of 21 April 2004, the project will develop a communication system between the Member States and the Commission in the state aids area. This system will allow Member States to electronically notify the state aids and make it easier for the Commission to manage notifications. Through use of the system, it is expected to improve the quality of the notification, speeding up the processing of information, and consequently accelerating the procedure. 
 
 

Technical Functionalities & Approach

The purpose of the system is to act as a communication system for state aids notifications between the Member States and the Commission.
The system will allow Member States to enter data using a web-based interface with the following functionalities:
  • Possibility to draft a notification
  • Interactive input screen with pick-up
  • Possibility to check the correctness of a draft notification
  • Possibility to submit a drafted notification
  • Automated reception procedure within the Commission with receipt sent to Member States
  • Automated transfer of data to Commission databases
  • Profile based access rights system
  • Decentralised user management

  • Benefits for the sector
    The sectors towards which state aids are allocated will obviously benefit from the acceleration of notification management and follow-up. 
  • Benefits for the national Member States administrations
    By Regulation, Member States are obliged to notify of state aids. The project will facilitate notification, by rendering the procedure easier and more secure. 
  • Benefits for citizens / enterprises
    The project aims to enforce the competition rules of the Community Treaties, with the ultimate goal to ensure that competition in the EU market is not distorted, thereby contributing to the welfare of consumers and the competitiveness of the European economy.
