Objectives
The CAP-IDIM system aims to collect the annual monitoring indicators of the rural development programmes (period 2000-2006) implemented by the Member States in order to improve the management and the reporting of Directorate-General for Agriculture & Rural Development with the Member States.
Its prime objectives are to:
· Optimise relations with the Member States by modernising the exchange of information regarding the annual monitoring indicators of rural development programmes provided by the Member States
· Ease the transmission of monitoring information from the regional and national authorities of the Member States to the Directorate-General Agriculture & Rural Development of the European Commission
· Create a common database to store this extensive information
· Allow Directorate-General Agriculture & Rural Development, together with the Member States, to better monitor and analyse the implementation of European Community rural development policy, and furthermore, disseminate the information externally to other interested parties

Technical Functionalities & Approach
This system is a Web application (Coldfusion MX) allowing Member States organisations to submit their annual monitoring indicators - related to rural development programmes (period 2000-2006) - through the Web interface or through the Excel/XML file upload module.
The submitted indicators are stored in an Oracle database. Reporting facilities (Oracle Report Server and Business Objects reports) are provided to the internal users and the Member States administrations. The monitoring data for the reporting years 2000 up to 2003 have been uploaded into the aforementioned system.
Following the Common Agricultural Policy reform agreements in 2003, as well as the entrance of the new Member States and the amendment of Regulation (EC) No 1257/1999, new rural development measures were introduced requiring an evolution of this system's functionalities, notably the reporting module. In addition, the system and the reporting functionalities should evolve for managing rural development measures, which will be applicable during the next programming period 2007-2013.

The role of IDABC
This application is located at the Directorate-General Agriculture & Rural Development. The normal way for a national/regional organisation to connect to this application will be through the TESTA secure network (an IDABC generic service). Administrations not yet connected to TESTA will also be able to connect, on a temporary basis, to Common Agricultural Policy - Improved Data & Indicators Management through a secure Internet connection (HTTPS/SSL protocol).
