These actions will address priority areas for both business and citizens, such as e-procurement and company registration in the case of the former, and social security, employment information services and recognition of professional qualifications for the latter.
The exchange of ideas at the conference, combined with the European Commission’s stakeholder survey on requirements for pan-European eGovernment services, proved to be an effective platform for developing an agenda for the IDABC programme. The conference also found that:
- Effective cross-border services need common solutions. In areas such as electronic-ID and health, different initiatives must be brought together at European level so that more concrete proposals for achieving the next level can be made at the start of 2006.
- Efforts towards building a common infrastructure must continue on the basis of the interoperability work that has already been carried out.
- The dialogue generated by the conference must be sustained, and the understanding and support of policymakers need to be ensured as they may be called upon to help overcome the obstacles to cross-border e-government.
