eDAMIS, formerly called eDFMS, is a modern communications management system allowing easier and more accurate transfer of data between various national, EU institutions and Eurostat.

The purpose of eDAMIS is to provide a simple generic solution for a transparent and reliable exchange of data files using an advanced control system with acknowledgements, notifications, content validation, monitoring and dispatching of data files towards the relevant recipients (application or users). eDAMIS could be considered as an advanced post service which uses the latest internet technologies to guarantee the easy, reliable and smooth transmission of all statistical data files that have to be sent to Eurostat. It also offers tracking and monitoring reports that can be used as input to check the respect of the legal obligations to transmit data.

eDAMIS is based on the results of two IDA actions, DCUG and DSIS. DCUG stands for "Data Collection User Group". DCUG provides a forum in which representatives of the Commission, Member States as well as other agencies present their data collection needs and reflect on the identification of common solutions.
eDAMIS is expected to develop a range of options for sending data to Eurostat which include
eDAMIS aims towards solutions that minimise the local installation of specific tools in competent national authorities (CNAs) and enable data providers to send their data using common communication tools such as web browsers and email.
The eDAMIS project started in 2003 with a feasibility study which analysed the current situation in terms of data transmission tools and services, highlighted user needs, identified existing problems and suggested new developments. The feasibility study demonstrated the benefit of using a web portal as main entry point for data upload and the need to offer several options to different types of data provider. Also evidenced during the feasibility study was the requirement to provide a backup solution and to better integrate the existing tools, in particular "Stadium", "EDIFLOW" and GENEDI. On the basis of this feasibility study, the eDAMIS project was organised around three sub-projects, namely:
- “eDAMIS-Stadium” to deal with the improvement of the existing “Stadium Web application” and “Stadium Server“, a workflow manager for the processing of incoming data files.
- “eDAMIS Simplification integration and valorisation of existing data transmission tools” for the integration of basic validation features into all transmission methods.
- “eDAMIS Kernel and Data files Management Information System” to deal mainly with the integration of the existing “Stadium Server” with EDIFLOW, the inventory of datasets to be sent and of partners involved in data transmission.
In parallel, four eDAMIS related projects are being adapted in order to make them more compatible with eDAMIS and provide a more integrated approach for the end user. The projects and the ongoing work refer to:
- “Genedi”, the tool allowing basic data validation, conversion into the GESMES EDIFACT file format and automatic transmission is being simplified.
- “EDIFLOW”, the database of information to be sent to Eurostat is being simplified and rendered better integrated with the other tools.
- “STATEL”, the secure file transmission system used by Eurostat is being made compatible with an encrypted transmission of data on the internet http protocol.
- “ECB checker”, which deals with basic validation of GESMES files and conversion towards a standard CSV format is being extended to cover all implementations of GESMES -it used to cover only GESMES/TS implementations.

The eDAMIS feasibility study was completed in March 2004.

eDAMIS will first be used by the members of the European Statistical System. In a second stage, the European Commission Directorate General for Agriculture could also consider the usage of this environment for collecting data from partner countries.
Once fully operational, national administrations, in particular national statistical offices, and other EU bodies providing statistical data will reap the benefits of a more reliable, secure and user-friendlier data management system.
