This evaluation will be the third and final assessment of the Programme. Evaluations were conducted in 2000 and 2002, the results of which are now available on the IDA website.
The End Term Evaluation which is planned for completion in August 2004 will be conducted by The European Evaluation Consortium, which has framework contract for evaluation services for the Commission. The Evaluation will cover the various activities financed by the IDA II Programme and will provide input towards the management of the new IDABC programme that is foreseen to start in January 2005.
The evaluation will also include 10 case studies of projects funded by IDA II, as well as interviews with actors central to the execution of the programme, extensive document analysis and surveys from the different stakeholder groups. In addition, the Commission has established a Steering Committee, which includes members from the Commission as well as from the Member States.
